Partners are requesting that the cpuidle system be updated to match the Linux v6.3 kernel. Backport the changes from kernel v6.0 to v6.3 into the RHEL-8.9 kernel.

These commits are causing weird RCU stalls when I submit them but not when I test them. I don't have time to figure this out for 8.9 and will revisit the entire series, such as it is, for 8.10.
