Description of problem:
_FORTIFY_SOURCE=2 is hard-coded in the configure whereas F38 has moved to _FORTIFY_SOURCE=3 by default (see bug 2158232). 

Update the build flag to use _FORTIFY_SOURCE=3 or even better, use $RPM_OPT_FLAGS so that distribution build flags are correctly incorporated into the build.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
