RHEL 9.1 was retired on May 31, 2023

The fix for this was never backported to RHEL 9.1.z as intended.

greenboot-0.15.4-1.el9 includes the fix for this problem and was shipped as part of RHEL 9.2.0; customers that need the fix for this BZ should upgrade to RHEL 9.2 or newer.
