Description of problem:
Per https://qpdf.readthedocs.io/en/stable/packaging.html#build-options, bash and zsh completion files are not installed by default. Please install them manually in %install from /completions/ subdirectory in the source tree.

thank you for reporting the issue and providing the steps how to add the files!

I've added bash+zsh completions into rawhide, f38 and f37 (building right now).
