This seems to be fixed in 4.6.1, currently in updates-testing: https://bodhi.fedoraproject.org/updates/FEDORA-2023-bba11259a9

The F38 update should reach the "updates" repo in the next hours.

I can confirm that 4.6.1 also fixes this bug on F39.
