Per the CVE-2021-3674 tracking bug, this was fixed upstream in #1313 [0], which resulted in this commit [1].  That commit has been part of the upstream releases since version 0.3.0.  The earliest version shipped in Fedora 37 was rizin-0.4.0-1.fc37 [2].  The earliest version shipped in Fedora 38 was rizin-0.4.1-1.fc38.1 [3].  Therefore, current versions of Fedora have never been affected by this flaw.
