Description of problem:
Santander is a very big customer with strategic importance and they are facing the following issue: Regarding the number of servers managed from their actual satellite (about 15000, and increasing), the customer needs an HA solution for the satellite server because it is a core tool for the company. The number of servers can grow significantly on the following months. When Satellite is unavailable the provisioning process from the bank is interrupted, and this is one of the core services of Satellite. They are also facing a very restricted calendar for patching, all of this makes the necessity to provide HA to Satellite.

Steps to Reproduce:
Satellite environment does not have an real HA solution, there are not any steps to reproduce

Actual results:
When Satellite is hang or interrupted, the new servers in the provisioning process cannot be subscribed via candlepin, because this service is only on Satellite, and the provisioning process is interrupted. They have also a very restricted calendar for patching servers, this gives the necessity to make Satellite being up and running without any interruption.

Expected results:
Customer needs a strong solution for HA availability and a short recovery time in case of satellite server falls down.
