Description of problem:
Race condition check currently makes fence_aws unable to power off nodes from outside AWS network.

100%

Steps to Reproduce:
1. Run "fence_aws ... -o off" outside AWS's network.

Actual results:
Fails.

Expected results:
Works when you add "--skip-race-check".
