The Add volume modal doesn't look nice if PVC name too long

Description of problem:
Incorrect padding in Add volume modal if PVC name too long, PVC name dropdown wider than the modal. After closing the drop down, the incorrect padding remains.

Steps to Reproduce:
1. Go to Virtualization > Catalog > InstanceTypes
2. Click on Add volume button
3. Select Use existing volume radio button and select some PVC project
4. In PVC name drop down, select some resource with very long name

Actual results:
The modal suddenly has a bad padding, the PVC name dropdown is wider than the modal window, it doesn't look good. After closing the drop down, the incorrect padding for components in the modal remains.

Expected results:
Not sure about the expected results, but maybe we could display the long name the same way as we display too long Description in Bootable volumes list: with "..." at the end of the visible part of the text + popover shows the whole text. For practical reasons regarding the drop down, maybe the popover could be displayed on hover, not on click.

After discussion with Yifat, we've decided to fix this by displaying long name in the drop down 
by adding "..." at the end of the visible part of the pvc name + popover that shows the whole text on hover.
