Description of problem:
Many test cases are failing for the iproute2_load_xdp in both RHEL 8.8 and RHEL 9.2.

Not know when it was introduced but happening since at least 
RHEL-8.8.0-20230114.0

This bug is marked as clone upon further inspection might not actually be as pervasive as its clone in RHEL 9. But seems related.
