Description of problem:
RPM package for numactl-devel doesn't exist for the s390x architecture.

Actual results:
dnf search says numactl and numactl-libs exist. However, numactl-devel package doesn't exist. 

Expected results:
To have an installable numactl-devel package for s390x.

It seems the package is already available for s390x - https://rpmfind.net/linux/rpm2html/search.php?query=numactl-devel&submit=Search+...&system=&arch=s390x
Earlier, I didn't know about this site to look up RPMs.
