Description of problem:
If the VM is in headless mode, the console tab is disabled entirely with the message "Console is disabled in headless mode", however, the serial console is still available, so it should just popup the message when VNC is selected.

1. Enable headless mode for a VM
2. Visit Console tab

Actual results:
the console tab is disabled

Expected results:
Console tab is only disabled when VNC is selected, and it's enabled for serial console
