Description of problem:
The tomcat package makes the pki-serlvet-engine package obsolete. We should add an Obsoletes to the tomcat package's specfile so that users that were utilizing the pki-servlet-engine package are utilizing tomcat instead.

Question: Shouldn't the Tomcat package also add a "Provides: pki-servlet-engine" to help make sure things don't break?

Yes, we should add a Provides also per https://docs.fedoraproject.org/en-US/packaging-guidelines/#renaming-or-replacing-existing-packages
