Verified on 6.12.4 snap 2

Rake task for registering to hybrid cloud env is working.

Steps to reproduce:

1. Download a manifest and use it to try and make calls to hybrid cloud env

2. Ensure step 1 is unable to reach the env

3. # org_id=1 SATELLITE_RH_CLOUD_URL=https://$mtls_auth_domain /usr/sbin/foreman-rake rh_cloud:hybridcloud_register

4. Verify same calls from step 1 are now working
