RHEL 9.2's ansible-core was rebuilt on Python 3.11 instead of 3.9 (bug 2169466).

RHOSP 17.1 is built on Python 3.9 and some of its components import Ansible code directly, so this causes a lot of breakage (ex. bug 2170553).

We will rebuild the ansible-core package on Python 3.9 and include it in RHOSP 17.1 repositories. We're naming it openstack-ansible-core to make it easily distinguishable from RHEL's version.

This build has been in composes for some time, and is attached to the advisory and is scheduled to ship. So, this is verified as this has been added to the distribution.
