Description of problem:
The transparent fedora_lightbackground.svg as displayed on Fedora 38 default wallpaper made it illegible. Extensions like background-logo already addressed that issue so make that svg opaque.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
