Description of problem:
Currently, Designate needs to be deployed in each region. However, DNS service can be considered a global service not region specific service.

To reduce the hardware requirement and reduce the duplicated service, Designate should support multi-region deployment.

This RFE is blocked because RHOSP does not support multi-region deployments today. Designate will need some of the shared services (database, message queue, coordination, keystone, etc.) deployed for multi-region to be able to support this RFE.
