pip 22.x is unusable in Python 3.12 due to missing https://github.com/pypa/pip/commit/d7e02483264703d6210e8c28937dcf1d9f547796.  Unfortunately it is not possible to use pip to update itself in a Python 3.12 venv.

Would it be possible to have pip 23.1 in Fedora 38, or alternatively to backport that commit?
