Description of problem:
rpminspect-data-centos does not install on RHEL 9 with EPEL 9.

Steps to Reproduce:
1. dnf install rpminspect-data-centos


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides dash needed by rpminspect-data-centos-1:1.2-1.el9.noarch
  - nothing provides html401-dtds needed by rpminspect-data-centos-1:1.2-1.el9.noarch


Expected results:
successful installation

I am requesting dash and html401-dtds branches for EPEL-9 and will build those updates.

html401-dtds is building for epel9:

I have requested co-maintainership on dash so I can build it for epel9 or at the very least have the current maintainer build it.
