Description of problem:

The link of Smart Class Parameters welcome page changed in https://github.com/theforeman/foreman_puppet/pull/346/files

we need to update it also in the theme plugin

Verified with:
- Satellite 6.14.0 snap 2

Test steps:
- Go to Configure > Smart Class Parameters 
- Click on the Documentation button 

Observation:

(Note: page is not there yet, tried 6.13 version instead)
