workaround in the meantime:

# dnf copr enable ttomecek/dockerpty

# dnf install docker-compose
...
 python3-dockerpty                      noarch             0.4.1-26.fc38                  copr:copr.fedorainfracloud.org:ttomecek:dockerpty              35 k
