.Ensure `num_shards=0` for multi-site sync is properly represented
Previously, multi-site sync would cause segmentation fault when a bucket had `num_shards=0` causing inconsistent sync behavior and segmentation fault.
With this release, ensure `num_shards=0` is properly represented in data sync.
