https://patchwork.ozlabs.org/project/ovn/patch/20221109184219.23141-1-mmichels@redhat.com/ was accepted the upstream OVN fix.

You're right, it's not in the OVN 21.12 yet upstream or downstream, so not in OCP 4.10 or earlier. I'll investigate a backport and let you know.

I'm closing this since it has been determined that backporting the appropriate fix to OVN 21.12 is not worth the risk.
