After resuming from sleep, all network activity is lost, network is not accessible.

Reproducible: Always

Steps to Reproduce:
Go to KDE Menu -> Sleep. 
Actual Results:  
When waking up, network icon from system tray has a red x on it. Network does not work.

Expected Results:  
Well, in this world full of communications based on interconnected networks, it would be nice for the network card to start by itself, with the OS. As otherwise, I am sure, was intended.

Used distribution: Fedora 39 Rawhide KDE
Kernel version: `6.3.0-0.rc7.20230420gitcb0856346a60.59.fc39.x86_64`
NetworkManager package: `NetworkManager-1:1.43.6-1.fc39.x86_64`

lspci lists my network card as:

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
