f24-backgrounds-extras-xfce-24.1.2-14.fc38.noarch.rpm is an upgrade to f24-backgrounds-extras-xfce-24.1.2-13.fc37.noarch.rpm .

Since these files are only images, why are they fc38 release specific?
My expectations is that they are the same since fc24.

Imagine having all backgrounds available for previous releases installed. This adds several gigabytes (maybe) of data to be :
- downloaded
- removed from storage
- added to storage.

This is pointless if the data remained the same.
Please clarify if my understanding is correct and what is the reason behind 'upgrading' these packages.

Steps to Reproduce:
1. dnf --releasever=$NEXTVER upgrade f\*

Actual Results:  
files are replaced even if they have not been changed.

Expected Results:  
files are left alone unless they have changed.

Of course ,same rationale may apply to any other file on the file system.

It looks like an issue related to the mass rebuild for F38 (https://fedoraproject.org/wiki/Fedora_38_Mass_Rebuild) as the f24-backgrounds remained unchanged for a long time. Maybe contact Fedora Infrastructure about such changes?

This message is a reminder that Fedora Linux 38 is nearing its end of life.
Fedora will stop maintaining and issuing updates for Fedora Linux 38 on 2024-05-21.
