'pg_auto_failover' is in Fedora - would be great to have it in EPEL as well.

I'm branching the pg_auto_failover to EPEL9.

I needed to remove Latex docs as https://src.fedoraproject.org/rpms/texlive is not in EPEL9.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
