Update to 1.20.0 (#2190139)

the-new-hotness/release-monitoring.org's scratch build of micropython-1.20.0-1.fc36.src.rpm for rawhide failed http://koji.fedoraproject.org/koji/taskinfo?taskID=100446000

Trying to update to the latest 1.20.0 version.

make: *** No rule to make target 'axtls'.  Stop

This was removed here: https://github.com/micropython/micropython/pull/8916

Removing that make command and adding mbedtls-devel in the BuildRequires results in:

Error: micropython-lib submodule is not initialized. Run 'make submodules'

Adding %make_build -C ports/unix submodules V=1 and a BuildRequires on git (not git-core) results in:

fatal: not a git repository (or any of the parent directories): .git
make: *** [../../py/mkrules.mk:224: submodules] Error 128

Upstream has a large collection of git submodules in https://github.com/micropython/micropython/tree/master/lib

Sometimes, the additional sources of micropython need to be updated to match the ones that are needed. Maybe that's the case here as well.

Upstream release that is considered latest: 1.22.0-preview
Current version/release in rawhide: 1.19.1-8.fc39
