Update the libvirt pkgs in virt-launcher image to avoid the vm's logs spammed issue caused by libvirt

1.Start a vm

Spammed vm's log generated and it will cause no disk space issue.

No vm's spammed log generated.

This libvirt issue is fixed with libvirt-8.0.0-5.9.module+el8.6.0+18552+b96c5a91.Please see the link for details:
