.`cephadm` does not reconfigure the iSCSI daemons after a manager failover Previously, `cephadm` would always add the active manager IP to the end of the trusted IP list, regardless of whether the IP was already in the list. Consequently, whenever the IP of the active manager changed, the iSCSI daemons would be reconfigured with the new IP list. With this fix, if the active manager is up already in the trusted IP list, the list is left alone and `cephadm` does not reconfigure the iSCSI daemons after a manager failover.

Description of problem:
When the active manager changes from one Monitor to another it is causing all iSCSI Gateways to restart.

How reproducible:
when the active manager fails over

Steps to Reproduce:
1.  Failover active MGR to another node.

Actual results:
All iSCSI Gateways restart

Expected results:
iSCSI Gateways do not restart.
