This change should be backported [1] as it can speed up the test execution. In some cases, the MemperAPITest tests occupy one worker for 1 hour while the rest of the tests were finished by other workers (see attached picture -- octavia_workers). 

Splitting member API tests in 2 classes

Split MemberAPITest class into MemberAPITest1 and MemberAPITest2
classes. MemberAPITest contained 240 test funtions and it took 1h45 in
the octavia-v2-dsvm-noop-api job to run those functions sequentially.
By spliting this class, the load now spread on 2 workers and it reduces
the duration of the noop-api jobs, avoiding frequent timeout issues.

I'm moving this to POST as the change in upstream is merged and the change in downstream is proposed.

The 'Fixed in version' build contains the required patch -> moving to VERIFIED.
