Description of problem:

freedv 1.8.9 has been released, providing a number of enhancements and bug fixes

Version-Release number of selected component (if applicable):

freedv-1.8.9

This also needs codec2-1.1.0 and lpcnetfreedv-0.5 to provide the necessary libraries for the various freedv modes.

Fedora Linux 38 entered end-of-life (EOL) status on 2024-05-21.

Fedora Linux 38 is no longer maintained, which means that it
will not receive any further security or bug fix updates. As a result we
