emacs-28.2-4.fc38.x86_64

Upgraded from Fedora 37 to 38, Emacs window no longer lowers with a middle click on the Title Bar.
Thunderbird also has a similar issue to this.

Reproducible: Always

Steps to Reproduce:
1.Set middle click to lower using gnome-tweaks
2.Launch Emacs and overlap another window.
3.Middle click Emacs Title Bar
Actual Results:  
Emacs window does not lower. Any click on the Title Bar raises Emacs window.

Expected Results:  
Window should lower with a middle click on the Title Bar.

Title Bar Double-Click, Middle-Click and Secondary-Click all behave the same as below.

Perhaps this is a GNOME 44 issue as Thunderbird has exactly the same behaviour.

There is a "Thunderbird on Wayland" version that solved the issue for Thunderbird.

Will there be an "Emacs on Wayland" version coming out?
