HAProxy should be rebased to the latest upstream release of version 2.4 (currently 2.4.22) or later. RHEL9 currently has 2.4.17 and there have been many bug fixes since then, including a few CVE bugs. Recommend that we we rebase to latest version for RHEL9.3
