There is no python3-ntplib package available for RHEL 9. Please branch and build python-ntplib in EPEL 9.

Reproducible: Always

Steps to Reproduce:
1. sudo dnf install python3-ntplib -q
Actual Results:  
Error: Unable to find a match: python3-ntplib

Expected Results:  
Package is available in EPEL 9 and installs successfully.

It appears that the rawhide branch builds and installs cleanly against epel9 without any changes.

If maintenance and/or testing is a concern, please consider adding me (cottsay) as an EPEL-only co-maintainer of this package.
