These fixes resolve a problem where os-brick logs don't appear in Nova when debug logging is enabled.  We will want these in 17.1 for debugging customer issues.

The change did not introduce any regression in its default settings.

When the debug level is enabled, the change affects the behavior as expected. This part was verified as part of bug 2203238.
