Installing awscli2 fails in F37.



Reproducible: Always

Steps to Reproduce:
1. sudo dnf install awscli2

Actual Results:  
Error: 
 Problem: conflicting requests
  - nothing provides (python3.11dist(awscrt) <= 0.16.16 with python3.11dist(awscrt) >= 0.12.4) needed by awscli2-2.11.17-1.fc37.noarch
(try to add '--skip-broken' to skip uninstallable packages)


Expected Results:  
Package can be installed.
