I want to sync pyproject-rpm-macros from Fedora into c9s once again.

There are some other changes that I'd like to land to Fedora first in https://src.fedoraproject.org/rpms/pyproject-rpm-macros/pull-request/385

Also, I'd like to include https://src.fedoraproject.org/rpms/pyproject-rpm-macros/pull-request/388 -- but that needs to be tested in c9s before merging to Fedora.

Additionally, it should be possible to run the bcond-disabled test suite on the CI using EPEL.
