Description of problem: 

We have a telco customer that opened a case stating when removing OSDs from a node, the expected clean up of the OSD configurations is not occurring.

This customer is attempting to remove 4 OSDs per node and wants to eventually replace them with SSD drives for future use, possibly in another pool.

The customer is using a per host OSD spec file with block devices and shared db_devices(see details below)
