Description of problem:
  Unable to install the inkscape1 package due to the modular filtering.

How reproducible:
  Easily

Steps to Reproduce:
1. yum install inkscape1
2.
3.

Actual results:

  # yum install inkscape1
  Updating Subscription Management repositories.
  Unable to read consumer identity
  Subscription Manager is operating in container mode.
  Last metadata expiration check: 0:12:38 ago on Thu May 25 12:58:00 2023.
  All matches were filtered out by modular filtering for argument: inkscape1
  Error: Unable to find a match: inkscape1

  Install of the package
