Description of problem:
- While upgrading, the N-1 support policy is applied for Capsules, meaning that Capsules running the immediate previous (.Y) version along with the current version of the Satellite server are supported.

-This RFE is seeks to introduce a support policy for N+1 use cases, meaning a Satellite Capsule runs on the immediate newer (.Y) version than the Satellite server.

Expected results:
- Satellite server N to support Satellite Capsule N+1

Additional info:
- Testing Capsule 6.11/RHEL 8 with Satellite 6.10/RHEL 7 seemed to work well.
