Doc Text:	.Dashboard is now accessible when `url_prefix` configuration is enabled Previously, the downstream branch missed cherry-picking the changes that were required in _index.html_ from upstream causing the dashboard to be inaccessible when enabling the `url_prefix` in {storage-product} 5.2 Dashboard configuration. With this fix, the required changes are cherry-picked from upstream and the {storage-product} Dashboard is now accessible when enabling `url_prefix` configuration.	Story Points:	---

Description of problem:


- The customer has reported that they are trying to set up the ceph dashboard via haproxy but when using the url_prefix with dashboard configuration it doesn't inherit the css/js files.

- While doing the testing the ceph dashboard is not giving the graphical view when we enable the "url_prefix" with the dashboard in RHCS 5.2
