Description of problem:

* The cu wants to generate pre-hardened RHEL images with customized OpenScap policies. They would like to generate the RHEL images using Image Builder with the ability to have a pre-hardened image. In order words, they want the ability to customize OpenScap policies including tailoring files into the blueprint. 

This is almost similar to BZ #2169893. Here the customer wants this feature in RHEL 8.8.
