We can use [service] plugin to stop/disable services in the tuned profiles but this plugin is not existing in the 'Available TuneD plug-ins' section 

Suggestions for improvement: 

Add 'service' plugin in the doc

Additional information: 
RHEL 7/8 also has similar issue
