- Remove ownership of dnf.conf, protected.d, vars

/etc/dnf/dnf.conf got moved to /etc/dnf/dnf.conf - as a result, and the next time I ran dnf, it misbehaved because it no longer saw the cachedir= and exclude= values I had configured.  Fortunately, I noticed the issue and was able to abort at the "Is this ok [y/N]:" prompt.
