When RHEL image is used as guest image in the tempest, SG related tests are failing. Failed test(s): 

neutron_tempest_plugin.scenario.test_security_groups.StatefulNetworkSecGroupTest.test_connectivity_between_vms_using_different_sec_groups
neutron_tempest_plugin.scenario.test_security_groups.StatelessNetworkSecGroupIPv4Test.test_connectivity_between_vms_using_different_sec_groups

For some reason on guest image like RHEL is spawning "nc" with "-z" option which means "Zero I/O mode". In this mode ncat is not sending nor receiving any data, it just checks if something is listening on the given port.
Without that option test is passing so we should remove that from the test.
