subversion-1.14.2-15.eln126 is failing to build from source due to ra-test failing.

1. Build the rawhide branch of subversion in ELN.
Actual Results:

This bug appears to have been reported against 'rawhide' during the Fedora Linux 39 development cycle.
Changing version to 39.
