Description of problem:

When in a multisite configuration, user creation on a secondary zone via the admin API returns keys that are not valid.

When doing a radosgw-admin user info on the newly created user different keys are returned and these keys are valid.

This issue only happens with users created via the admin api on endpoints in secondary zones not on endpoints in the master zone.
