Description of problem:
replay_state field in description key of `rbd mirror image status`
Currently it conveys `idle` or `syncing`

This BZ is created to track upstream enhancement to add `waiting for sync` as one of the reply_state

1. Configure rbd mirroring between two clusters and perform ios on image
2. Observe rbd mirror image status on secondary.
