The test_get_effective_quotas test [1] uses key-manager:service-admin [2]
legacy role to get effective quotas. Using a user with only this
role should lead to an ERROR in an SRBAC environment.

This Bugzilla is about fixing the test so that it checks whether the ERROR
occurred when the test tried to get quotas in an SRBAC environment.

The required fix is part of the Fixed in version package. Moving to VERIFIED
