Description of problem:
Customer upgraded from v4 to v5.3, 5.3z2 and v5.3z3

Everytime

Actual results:
1- Lifecycle is enabled for some buckets, but in for the  exemple buckets  LC is disabled (not enabled from the beginning)
2- dynamique resharding is still disabled.

here is a bucket not synchronised: test-sync2
After bucket sync  init, bucket sync run:
